Under the federal Patient Protection and Affordable Care Act (PPACA), the deadline for states committed to setting up a State-Based Exchange for submission of an “exchange blueprint” to the federal government was December 14, 2012. The deadline for states planning to establish a State-Federal Partnership Exchange for submission of an “exchange blueprint” to the federal government is February 15, 2013. As of early January 2013, nineteen states (including the District of Columbia) have declared their intention to set up a State-Based Exchange. Seven additional states are planning to participate in a State-Federal Partnership Exchange. The remaining twenty-five states intend to default to the Federal Exchange program.
